In this context of sanitary, climatic and economic crisis, the construction of "net zero" economies could have several positive effects : opening of new markets, creation of 35 million jobs worldwide, reduction of health costs, growth of sectors such as renewable energies, sustainable building, green mobility, local agrifood, land restoration1... In the midst of a recovery, France has announced its will to become the 1st major decarbonised economy in Europe2.
France is committed to reducing its CO2 emissions by 40% by 2030. It is not Vetted job to take a stand about the Climate and Resilience Bill, resulting from the proposals of the Citizens’ Convention about Climate. Decarbonisation is one of the three priorities of France Relance, alongside competitiveness and cohesion. Regarding the ecological chapter, 30 billion euros from the total budget should be devoted to four priority sectors : energy-efficient building renovation, transports, agricultural transition and energy. 1.2 billion euros will be used to support industrial companies investing in equipment and processes that emit less CO2.
Tax credit, financing, assistance and support.
Specific measures aim at supporting the ecological transition of VSE/SME companies, through the implementation of a tax credit, the financing of diagnosis, flat-rate aids and support for structures. According to the Research Center for Economic Expansion and Business Development, thanks to the additional impact of the stimulus plan, France could reach a level close to its 40% CO2 emission reduction target by 2030 (Rexecode)3.
The government is accelerating its investments to try to achieve carbon neutrality by 2050. Its major plan aims at positioning France as a global player in hydrogen by 2030. In total, 7.2 billion euros will be invested over the next ten years to develop a French low-carbon hydrogen industry. 1.5 billion euros will also be devoted to R&D about low-carbon aircraft by 2022. Bruno Le Maire's target is to generate between 50,000 and 150,000 jobs in France. Commercial air traffic is accounting for approximately 2% to 30% of global CO2 emissions.
New measures, calls for projects and expressions of interest will be launched in 2021 and in the coming years to enable the decarbonisation of France.
